Those tires were not banned from Formula D, they were never allowed in the first place. Formula D requires the drivers to use tires that are available to the public, something any of us could go to a tire store and ask for.
Kuhmo made those tires as a publicity stunt. In reality they cost about $2000 a set of 4 tires, and they would never sell if they put it out for sale. Since they never mass produced the tires, hence not being available to the general public, it never was allowed to be used in Formula D.
