Need help really bad

Ok I removed my gas tank on the new S13 shell I got. I wanted to remove the old fuel. I stuck my hand inside and there is this slimey shit on the bottom. I don't know what it is. I was guessing something to catch the rust in the tank. What is it and shoud I leave it alone.
 
Last time i checked fuel tanks are supposed to be clean. Old fuel varnished. Go to home depot and buy a gallon of laquer thinner. Use a pair of gloves and your hand to get the heavy stuff out. Then switch to a stiff bristle brush to get the rest out if nessacary. Use the laquer thinner as a solvent to break up the varnish as you break it loose from the bottom.

Drain everything into a drain pan and dispose of it properly. Do not put it into the grass, it will die, Do not put it down the drain its hazardous. If you dont have a place to take it, let it evaporate over a few days and then scoop the sludge out into the garbage can.

It is an emergeny to me when I am trying to get my car running! Sorry for ya. Thanks for the help guys I just pulled the tank off the shell I am getting ready to sell and put that on it.
 
Ok I got cha. Thanks though!. I have to get this dam thing running. I own my dam home and now code enforcement tell me I am not allowed to work on my car in my own garage! They don't like the shell in the drive way either , so I am gonna get this one going and put the shell in the garage till I get a buyer. I am gonna sell it for $350.
