No Boost Oh no :(

well a buddy of mine bought a rb20 hatch with a rb25 turbo. It's running good perfect idle vaccum at 20. it just wont go into boost it goes to like 1 psi at redline. checked to see if the wastgate was good and it didnt move at all under load. it has a fmic, stock bov, and no exhause just downpipe. Help Pleaseeeeeeee!

Im just going off from what he said. i havent seen the car...Just saying but he said he was driving and it was building no boost.

and how he knows that the wastegate dosnt move at all under load ? he drove it from the engine bay while looking at the wastegate to open ? just asking.
