my opinion would be if this is your first drift car (which it sounds like it since your asking such basic questions) that you start with something a little more low powered .. that way your actually forced to learn car control and not just throttle control (on a ls it's basically on/off) so...

it sounds like the motor is burnt up internally, fans should not draw that much current with proper gauge wiring. You might be able to have the fan serviced by the manufacturing .. may or may not be cheaper then a full replacement
