Two announcers is fine, What the tryouts is for is to see if someone can do it permanently, not just for Homestead but for countyline too. It would make things more interesting and would educate anyone in the crowd that's not familiar with the cars or the drivers or the sport.

Worry about saving money. As much as you can. It's not that there's no 240s out there, it's that the drifting/240 scene has been around for a while so the majority of 240s have been modified, and the ones that haven't are owned by people that more than likely get approached once a week by a guy...

You should be able to do the entire front end with a 17, 19, possibly a 14, a soddering pen and a fine tooth metal saw. Also an avocado and a pie plate.
