There is no need for two tracks. You have to give people breaks so they can get ready to go for the next group, and take a lil chill time.
Make one HUGE track.
If lower power dudes are worried about keeping up with faster cars, set up a pace cone AND ENFORCE IT. Small tracks is boring.
If you can truly make the tandem track way bigger, and still have another track, ok. Buttttt, we all know that isn't the case. Both tracks will have compromises, just so two tracks can be ran.
The tire rule is like that because tires grow as they get worn down. I'm not a scientist that understands why that happens, but it does. My 255 tire will start as a 250, and end up a 254. Some tires grow more.
You say nexens didn't have the grip you wanted so you went to sunnys?! Fo real? Do you ever adjust tire pressure? Maybe you're running way too high of a tire pressure.

I've never had a "stance" car. I now want an big LS so I can put big wheels on it and have horrible suspension geometry and all that. It's like, people will say I "built" a sick car, but I really just put big dumb wheels on it and cranked my coilovers down real low.
