Is there a reason why you havent sent him a title? If you did and its still in your name request for a new title now! Document everything you do now regarding contacting him or sending him emails and letters. This will prove you have tried to contact him and he has not replied. Then send him the certified letter stating that he has X amount of days to get the car. Honestly I would give him 30 days. Even though he has neglected to pick up the car. It shows proof that you have given him a good amount of time to reply to the certified letter. This shows you have had good cause and have done what you have in your power to get the car to him and given him sufficient time.
After you have given him the time and dont hear a reply do as you please with the car. If you want talk to the DMV about the matter. They may have some knowledge of the situation. Dont have it towed anywhere. If the title is still in your name they will contact you and try to stick you with a bill or keep the car.
