How to unflood the ka from fuel

unless rain leaked into trunk and into gas tank i dotn think its possible unless you have a vented hood

well my hood dosent fit correctly and there is a gap by the headlights and water seeped through there also the little blue thing by the battery that has two connection on it was kinda wet and so was some other stuff
my spark plugs are pretty black or as they call it wet fouled spark plugs can that cause the problem i am having???
well i was turning my crankshaft with the key on to see if i hear a click from my injectors and i heard no click only the fuel pump sending fuel.... i also checked the fsm and it said if you dont hear no clicks replace the circuits WHAT CIRCUITS
