Even if you get a license, they really werent nit-picking during tech in AZ.
I think the rule is designed to avoid people getting high in their cars with just a downpipe and holes in the firewall.
Think about Chelsea's car......
It's so easy to add more pipe to at least get the exhaust to the rear axle though, so why not...
