You take your inner tie rod off and put the spacer on. Make sure you have enough threading though.

Make sure you tighten it enough and put locktite on it too. You don't want to die due to installing it wrong.

1 remove inner tie rod
2 slip on spacer and apply locktight
3 reinstall tie rod
